How the 25-year import rule works
The “25-year rule” is the shorthand buyers use for a US federal exemption that generally lets a vehicle at least 25 years old be imported without meeting the Federal Motor Vehicle Safety Standards required of newer vehicles. What the exemption generally does
Vehicles built for other markets are not automatically built to US safety and emissions standards. Federal rules require newer imported vehicles to meet those standards, which for many Japanese-market cars would mean costly testing or modification. Once a vehicle reaches the age threshold, the federal safety standards that apply to newer imports generally no longer have to be met.
In everyday use, that agency threshold is why an older Skyline or kei truck can be brought in while a nearly new model of the same car usually cannot. The date used is normally the vehicle’s date of manufacture, not the date it was first sold.
What the exemption does not do
- It is not automatic clearance. Other federal requirements can still apply, and a vehicle can be ineligible for reasons unrelated to age.
- It does not control state registration. Titling and registration are handled by states, and their requirements differ. An import that is federally admissible can still be difficult to register where you live.
- It does not make every old car a good buy. Condition, history, parts supply and paperwork still decide the outcome.
Why buyers check eligibility before they pay
Eligibility is the first question to settle, because it affects everything after it: which businesses can even help you, what shipping and compliance work is needed, and whether you can put the car on the road. A good importer will confirm eligibility for a specific vehicle rather than speaking in general terms.
