Are JDM cars legal in the US?

The honest answer is that it depends. Some JDM cars can be imported and registered in the United States and some cannot, and the deciding factors are the vehicle’s age, the federal rules that apply to it, and your state’s registration requirements. This page is general information, not legal advice.

Age is the main dividing line

US federal rules require newer imported vehicles to meet the safety standards applied to vehicles sold domestically. As a vehicle gets older, a federal age-based exemption can apply instead, which is why older JDM models are commonly imported while recent ones usually are not. See the 25-year import rule guide for the general explanation.

Import and registration are two different questions

Being allowed into the country does not guarantee you can put the car on the road where you live. Registration is a state matter, and requirements vary. Before committing, confirm both: that the vehicle can be imported, and that your state will title and register it.

Other requirements can apply

Federal emissions rules and other requirements can apply in addition to safety standards, and the details depend on the vehicle and its history. A car that clears one hurdle can fail another.

What a buyer should do

  1. Identify the exact vehicle, including its date of manufacture.
  2. Confirm the current federal import requirements for that vehicle with the relevant agency.
  3. Confirm your state’s title and registration requirements for it.
  4. Get any claim that the car is “legal” in writing, and be wary of sellers who cannot explain why.

JDM legality: common questions

Are JDM cars legal in the US?

Some are and some are not. Legality depends mainly on the vehicle’s age, which federal import rules apply to it, and whether your state will title and register it. There is no single yes or no for the whole category.

What makes a JDM car legal to import?

Older vehicles may qualify under a federal age-based exemption from the safety standards applied to newer imports. Newer vehicles generally have to meet those federal standards or come through an approved route. Emissions and other requirements can also apply.

Can I register any legally imported JDM car?

Not necessarily. Import and registration are separate steps, and states set their own title and registration requirements. A car that can be imported may still be hard or impossible to register in some states, so check before you buy.

Is this legal advice?

No. This is general information, and import and registration rules change. Confirm the current position for a specific vehicle with the relevant federal agency and your state motor vehicle agency.
